Kate Chopin and Charles W. Chesnutt Wrote the Literary History for America Post-Civil War

The American Civil War drastically changed the society and culture of the United States. History books all tell the stories of the struggle by recently freed African American slaves. These books tell of the financial hardship, as well as the cultural endeavors these people had to endure to attempt to become equals to white Americans, as well as to acquire equal rights. Racial segregation is a big topic highly covered on this area. However, there are stories that are less often told about the close relationships between white and black, and also people of Indian decent. This is where literature books come in handy. Post-war American literature is booming with stories of freedom, hope, and love. One topic that seemed to emerge at this time was interracial relations or marriages between blacks and whites. Kate Chopin and Charles W. Chesnutt both wrote of these types of relationships but in very different ways and outcomes. Due to being raised around the time of the civil war and living in the south, these authors wrote the truth of what they saw and experienced. By looking at Chopin’s works La Belle Zoraide and Desiree’s Baby, and Chesnutt’s The Wife of His Youth, three different sides of interracial relations can be seen. These tales of the south post-war help people today to understand their heritage, as well as the great mixture of people that makes up the United States today. According to the biography of Kate Chopin in The Norton Anthology of American Literature, she was born in 1850, was raised mostly by her mother after the death of her father. She was taught in St. Louis and had graduated and married by the end of the civil war. This is when she moved to the south, where she was submerged into a new, thriving mixed racial culture in New Orleans. She was influenced by some of the great French writers, including Maupassant, from which her style seems to mimic. Both authors’ writings were observational; Chopin wrote what she saw in the world around her. Her writings upset some people due to this fact. She did not hold back or sugar coat anything when she was writing. She was categorized as a â€Å"local colorist† due to her topics. With her French background knowledge, she had a tendency to have a dangerous style of writing compared to other American authors at this time. Also, since New Orleans had so much southern culture, mixed with Creole origins, it is easy to see why this area was fascinating to Kate Chopin. She wrote heart-wrenching love stories with shocking twists between unsettling characters. It may seem normal today, but at this time, this type of writing was as revolutionary as the war. It is lucky for the newer generations that she was willing to write this way. La Belle Zoraide, a story with Creole backings, was based from the author’s views of her life in New Orleans. The story begins with a black caretaker telling a story to her lighter mistress that she took care of. Just looking at the set up, the reader can tell the bond between the mistress and the negress as the latter was said to have washed and kissed her feet. Both women are older, but it is the black still serving or taking care of the white. The story also tells the reader that the Mistress is married, but is sleeping alone, making the reader assume that her husband has died and she is now alone with her maid. The black caretaker begins to tell a story of a beautiful, captivating Creole girl with light brown skin. This brown girl also had her own black servant, as if to say since she was lighter than her servant, she was better than her as well. There was a mulatto suitor available for the young Zoraide, but he was not pleasing to her. She was instead infatuated with a black man, but was forbidden to act upon her feelings. However, she disobeyed and became pregnant. The caretaker explained that no one can keep negros from finding a way to love each other. Because of the way this was put, it almost seems as though love is the one thing that takes precedence above all other things for the black population. After that, her love was sold far away, so the only thing she had to hold on to was their baby. But, out of spite, the child was taken away and told that it was dead. With the loss of her lover and her child, the young Zoraide lost herself. She went crazy, and would not accept her child when they tried to give it back to her. Beautiful Zoraide turned to a pitied and mocked old woman, who undoubtedly died alone. This shows again, just what the love of a child or another human can do when it is taken away. The story also shows how a person’s power over another can unintentionally ruin their entire life. Zoraide’s mistress wanted the best for the mulatto girl, but the girl had hosen a different path. So when the mistress tried to control the outcome of her life, it backfired, causing a young girl to lose hope and her sense, and caused a young child to lose its parents. This story is a show of the emotional pain put on blacks by white people. The next of Chopin’s stories, Desiree’s Baby, is another sad story of love gone wrong. Desiree had been found as a young child and raised by a woman who had no children. The child became a beautiful girl and married a hardworking man whom was a master of some black men. The couple had a baby together, but soon there was something wrong. The husband became angry and distant with the wife. As it turned out, the child was not white like the parents, but was the color of a quadroon, or a child about a fourth black. The father was very angry, as he was a slave owner, and was married to a woman with black in her heritage, causing them to have a baby that appeared the same. When Desiree confronted her husband Armand about the color of the child, he was angered and put all of the blame on his wife. He wanted her and the baby to leave. It says that â€Å"he no longer loved her, because of the unconscious injury she had brought upon his home and his name†(Chopin 424). Later, Armand burned all of his wife and child’s things, and all of the letters she had sent to him. And in the end, the reader finds that Armand is also hiding a secret. Armand’s mother was a black woman. This ironic turn can create anger in a reader at the injustice of such a man. For it is not just the mother, but the fathers fault as well for the color of their child. But since the father passed for so long as a white man, and has negroes that work for him, it would ruin his life and his name if it were found out that he was black. He would lose everything. So instead the man made a choice, to give up his love and his child, in order to save his life as he knew it. This turn of events shows that even though love between two people can be strong, the fear of losing everything is stronger. Armand was fearful of his situation; possibly fearful of his negroes working for him, as well as the white people in the area. Because Armand and his wife were of the same mostly white race, their child ended up showing the black inside. And, sadly, that color is all that mattered at the time. Like the writings of Kate Chopin, Charles W. Chesnutt also wrote stories of the Deep South. His parents were free people of the south. Chesnutt was well educated and became a writer of the stories of slavery. As a light colored black man, he focused on the opposite of Armand in the past story. He encouraged blacks of all shades to honor their past. Because of his writing skills, and perhaps the fact that his readers didn’t know he was a black man at first, he became one of the first black fiction writers to be taken seriously by a white press(Chesnutt 458). The idea of a black person staying true to their past is beautifully portrayed in the story of Mr. Ryder in The Wife of His Youth. In this story, Mr. Ryder is a light skinned black man, who commonly is seen as white. He is an older gentleman, who seems to be a well suited bachelor. He was well read, educated, with a nice house and furniture. Many women pursued him, but none won him over until Mrs. Dixon came into town. He was planning to ask her hand in marriage. He wanted to do this in order to ensure that he continued to be seen as a white man, and because he was taken by her. As he tried to decide how to address Mrs. Dixon at the ball he was throwing for her, he was approached by an older black lady, who asked for his help. She was trying to find her husband, who was a free black man, sold by her owner for profit. He had tried to go back to her, but she had been sold as well for punishment. She had been looking for her husband Sam for twenty-five years, making her way through life as if that was her only goal. The reader can see here another example of the everlasting love between this woman, and hopefully her Sam would feel the same. At the ball, when it is Mr. Ryder’s turn to speak, he tells the crowd of this older lady that he has met just earlier that day. He mentions how rare it is to find people with that kind of devotion to the person that they love. But he explains a part of the story that was untold by the woman. He asked what should be done, if her husband was actually a light skinned, well educated man that could not find her either. And if the man found her all these years later, should he call on her and complete the bond of their slave marriage to make it legal. Mrs. Dixon confirmed that he should acknowledge his past wife, even though he thinks he may have found another to love. Mr. Ryder is pleased with this response, as he goes to get the elderly lady, explaining that it is his wife. This portrayal of devotion is unlike Kate Chopin’s stories. This work is uplifting and seems to be written in a hopeful way. There are some differences in the fact that this ball was to be taken place twenty-five years after the end of the war, and Mr. Ryder had been born a free-man. This made his transition into the white population much easier. Also, it shows that it was not only the wife that stayed true, but also Mr. Ryder, as he had stayed single all that time as well. The community encouraged him to continue his life with his former wife, as if it would have been wrong to have it any other way. There is a large difference in social acceptance, as today it is acceptable to divorce, but then, it was unheard of, whether the marriage was technically legal or not. There are some common ideas between all of these stories. First, these stories give a sense that love is unconditional and unbreakable among the black culture. However, when the story becomes about interracial marriages or children, society and culture seem to play a bigger role in what is acceptable. According to Bratter’s essay, the acceptance of interracial marriages is increasing as the number of these couples is increasing. However, with this increase of marriage is also leading to a higher rate of divorce between mixed-race couples. The rate of interracial marriage divorce has found to be about 10% higher than the divorce rate among same race couples. Whatever the reason, these studies have shown that even though the divorce rate may currently be higher for mixed-race couples, the overall divorce rate continues to climb. This shows that society’s idea of acceptance is changing. As in The Wife of His Youth, after all that time, the man still took his wife back. The encouragement of the ball’s crowd shows an obvious change in society, not just racially, but culturally. Another common piece to each of the stories is the acceptance of the light skinned mulatto into white society. It seems to be that people really were judged based on the color of their skin. Light skinned black people could be passed off as white people, or were treated almost as third class citizens, above the blacks but below the whites. Zoraide and Sam Rider are both aware of their true African American roots and choose to stay true to those roots, even though they can pass at white or mulatto. Armand, however, turns his back on his mulatto wife and child, even though he knows the he also carries some African American blood inside him. It is if he is angered at himself, and his wife, that they could not produce a white-looking baby. Armand and Zoraide still live by the ideas that their skin color makes them who they really are. Zoraide knows that she is not white, and should be able to choose from the black men if she cannot be considered white. Armand, however, is so obsessed with his status, he does not want to have anyone question his or his wife’s race. Back in that time, Jim Crowe Laws tried to categorize who was black and who was white. A black person was seen as any person with any history of black in their family. This was known as the â€Å"one-drop rule†(Davis 5). By this law, and the fact that that a person’s rights depended on their race, it is understood why Armand may do this. In contrast, in today’s society, much of the population may have mixed ancestry somewhere in their past line. However, this does not classify their rank or their worth. In America today, people are judged more on their education and their skills than they are on their looks. Looking at these works, many comparisons can be made about America’s past, and the people that once made it. These writings are the history book for American culture after the civil war. Americans can learn much about the past through these stories. Even though these stories may not be historically accurate, they give the tone and ideas about American’s past culture. It is helpful to see these cultural changes so that Americans can know where they come from and how far the American culture has come.

Where The Wild Things Are As humans we instinctively feel the need and desire to belong. When we truly belong to something we achieve a sense of acceptance, love and togetherness. ‘Where The Wild Things Are’ by Maurice Sendak is a children’s book that explores the concepts of belonging and in contrast, not belonging. It is a very simple story accompanied by large, rich pictures. The text and pictures complement each other, each enriching the sense of alienation for the responder. Max is a mischievous young boy who displays aspects of childhood irritation and loneliness. He lives in a world with limited freedom as he is a child.It becomes clear to the responder through the positioning of the character on the page, the vector of the boy’s angry gaze as well as the neutral, bland colours used that Max feels like he doesn’t belong in the world he calls home. The pictures at the beginning of the story are quite unengaging compared to the bright, richly te xtured pages that follow. This sense of not belonging leads to Max fantasising and creating a whole new world within his imagination. In this world Max is king, there is no one to tell him what to do and how he must act. In this place Max is completely accepted and the most important part of the wild things world.Max wears a wolf suit during the story, it shows the responder that Max is disguising who he really is and that the suit enables him to escape from reality. Whilst Max is wearing this suit he becomes a wild thing and he thinks that his behaviour is acceptable. Max is pushing his family away, but he is also wishing to obtain a sense of belonging, love and acceptance. He finds this sense of belonging with his new wild friends. Throughout the text, the composer portrays a range of emotions felt by Max. He finally gets what he wants, a place of unlimited freedom and acceptance, but still is not happy.He needs to be â€Å"where someone loves him best of all†. So he return s to the comfort and familiarity of his bedroom, where his mum had left his supper, still warm. Framing is an important visual element of ‘Where The Wild Things Are’ as Max’s imagination grows, the illustrations get larger until they fill the whole page. Early in the book, before Max’s imagination takes him to the land of the wild things, we see a hand drawn picture of a wild thing hanging on his wall. He has thought about the wild things before and has been forming a plan in his mind.Max has often felt like he doesn’t belong and has imagined belonging somewhere else, in an imaginary world where he makes all the rules and is king. The text regularly refers to Max as ‘king’, but he doesn’t appear to be enjoying his job much. He looks sad, bored and lonely and begins to long for his home, which is a place where he does belong. ‘Where The Wild Things Are’ links quite closely to the set text ‘Romulus, My Fatherâ₠¬â„¢. Both texts contain an informative tone and both contain the central theme of belonging. Both texts use imagery to represent the sense of not belonging, which then leads to belonging.In ‘Where The Wild Things Are’ the lack of belonging is shown through Max’s escape from reality, but then the sense of belonging is shown through Max’s desire to return home, to which he realises is where he belongs. This links to the set text ‘Romulus, My Father’ where the lack of belonging is shown through Romulus’s inability to reduce the cultural barrier between him and the rest of the community, but then the sense of belonging is shown when the community look at how hard Romulus works and therefore appreciate him, in which he belongs. The input process is worked in three different section like people , strategy and partnership and resourcs. If the organisation is in the stage of theory X then the development will never come and the management will have to use the force or coercion to get the staff compliance. On the other hand in theory Y we dont need to use the force to make threat. In theory Y there is no need of any kind of improvement in policy which remain stable. So the organisation can motivate the employees by giving them some incentives, good salary package, bonus , reward and many other extra facilities to improve the moral of the employees and reason for this is if the management wants to work with theory Y and staff wants to work with theory X then the company have to focus on the theory X so the incentives will motivate the employees and they will make progress. Political skills Without political skill the Performance management will never complete the major key of the company to fulfil the vision of the company. Chaucers Canterbury Tales - Knights Tale :: Chaucer Knights Tale Essays

In his prologue, Chaucer introduces all of the characters who are involved in this fictional journey and who will tell the tales. One of the most interesting of the characters introduced is the Knight. Chaucer refers to the Knight as â€Å"a most distinguished man† and, indeed, his sketch of the Knight is highly complimentary.   Another Knight seen in the â€Å"Canterbury Tales† is the rapist knight in the Wife of Bath’s Tale, who is not a very noble knight and doesn’t follow a chivalric code. This knight seems more realistic as opposed to the stereotypical ideal knight that Chaucer describes in the Prologue. It is hard to believe that such a   perfect knight existed during that time.   Ã‚  Ã‚  Ã‚   Today we look back at knighthood, chivalry, and â€Å"curteisye† as romantic and unreal. It is true that a code of   behavior did exist, and Chaucer presents the Knight as a real representative of the code. However the Knight in the Wife of Baths tale, is the complete opposite of this one, and violates all of the rules of Knighthood. By way of contrast the Knight in The Wife of Bath’s Tale is more common during the Middle Ages, and stories of rape by knights were not uncommon. Chaucer goes against the normal chivalric ideal of a knight by presenting a knight as he really might have been, which is the knight presented in The Wife of Bath’s Tale. As all of the different tales reflect back on the characters of the pilgrims who tell them, the ideas in the Knight’s Tale are reflected back on the Knight.   His tale is a tale of ideal love and chivalry, and fits the character of the Knight. Furthermore, fitting the Knight’s character, his tale has no incidents of vulgarity, the love is a clean love, with no hint of sensuality. The love exists on a high, platonic level.   In the article â€Å"Costume Rhetoric in the Knight’s Portrait:   Chaucer’s Every-Knight and his Bismotered Gyphon,† by Laura F. Hodges, featured in the April 1995 edition of the Chaucer Review, Hodges examines the reasons behind Chaucer’s decisions on the clothing of his Knight. Hodges said that the fact that the Knight was wearing soiled clothing is an allusion to the fact that the knight was soiled religiously. However I think his shirt was â€Å"much stained† by where the armor had left his mark, and he just arrived from service and went directly on his pilgrimage.

Troy's Battle with Anger in August Wilson's Fences Conflicts and tensions between family members and friends are key elements in August Wilson's play, Fences. The main character, Troy Maxon, has struggled his whole life to be a responsible person and fulfill his duties in any role that he is meant to play. In turn, however, he has created conflict through his forbidding manner. The author illustrates how the effects of Troy's stern upbringing cause him to pass along a legacy of bitterness and anger which creates tension and conflict in his relationships with his family. Troy?s relationship with his father was one, which produced much tension, and had a strong influence on Troy?s relationships with his loved ones as an adult. He had very little respect for his father because his father did not, in Troy?s mind, make his family a priority. At an early age, Troy?s father beat him ?like there was no tomorrow? because he caught Troy getting ?cozy? with a girl (549; I,4). Troy said that ?right there is where [he became] a man? (549; I,4). It was at that moment that Troy made the decision to free himself from his father?s power. Despite the fact that he did eventually escape his father?s wrath, the struggle with his father?s aggressive behavior and lack of love resulted in a coldness that resided in Troy?s heart toward life and love. His father did not care about his children; children were there to work for the food that he ate first. Troy describes his feelings toward his father by saying, ?Sometimes I wish I hadn?t known my daddy. He ain?t cared not hing about no kids. A kid to him wasn?t nothing. All he wanted was for you to learn how to walk so he could start you to working? (548; I,4). Although Troy had very little respect for his father and vowed to be nothing like him, many of his father?s harsh personality traits show up in his own personality. The inheritance of this angry behavior was, in turn, the cause of his damaging relationships with his own family. Just as Troy endured his father?s cruel ways, Troy?s family is left with no choice but to try to learn to live with his similar ways. Troy?s family is one that strives to maintai... ...y as a responsible person. He overlooks Cory?s efforts to please him and make a career for his son, learned from his past with his own father, is responsible for the tension that builds between him and Cory. This tension will eventually be the cause of the lost relationship that is identical to the lost relationship that is identical to the lost relationship between Troy and his father. Troy?s damaging relationship with his father had a dual effect in his life. It created a conscious awareness of how not to conduct his life and built fences, which inevitably recreated his father in his personality. These fences shaped and formed his relationships with his son. Due to his conscious efforts to not become what he did hold that were his father?s. The narrowness of his thoughts and ideas about life made him an almost impossible person with whom to have a relationship. Free Young Goodman Brown Essays: The Fall of Man into Sin After reading this the first time, my first thought was "did this actually take place or did Brown just dream the whole thing?" Hawthorne purposely makes that fact ambiguous. He poses the same type of question in the end of the story. To me, this is appropriate. The story centers on evil being something hidden in this small town. The preacher goes about his praying, the old woman continues catechizing a little girl, etc. all after Brown has "witnessed" the witch meeting in the forest. By not being clear if this was a dream or not, Hawthorne supports the hidden nature that the people have in the story. He covers up the truth just as the village people hid their sinful life that Brown was witness to. This way, the story and the people in the village remain a mystery to the reader just as the truth remains a mystery to Brown. Secondly, I noticed a lot of the re-reading papers on this story dealt with Faith as a character or Faith as a belief. (As Jennifer said, this story is a battle of faith and good and evil) To me, there is no escaping the fact that Faith is a representation of the "good" forces that oppose evil in the story. In the beginning, when Brown first leaves her behind, she tells him "God bless you" and "may you find all well when you return." Faith is about to be deserted for this meeting with evil in the woods. In Biblical terms, if you leave your faith behind, you may not find things the same when you try and come back to it. Brown also tells his evil partner "Faith kept me back awhile." Brown had to talk himself into meeting this person saying that after this one meeting he will follow faith to Heaven. His timid nature and willingness to go to Heaven (faith) delayed him just as much as his wife. After Brown has this meeting, Faith deserted falls into the hands of evil. He welcomes the devi l when he finds his faith missing (sound familiar?) He finds a timid bit of hope when he asks where Faith is during the rituals he witnesses. At the last minute, Brown yells out to Faith to regard Heaven and resist temptation and at that moment the witch meeting dissolves.

Four Problem That Farmers Face

How the Government help farmers in the Bahamas Today I am going to speak momentarily on how the Bahamian government help farmers in the Bahamas. They help by giving the farmers loan to buy supplies on a broad spread of product including building supplies ,processing materials and farm vehicles such as trucks, tractors plough and a harvest machine . Usually they hold lease and dispose of agricultural land, because some farmers don’t have a land to farm on and some farmers land are so small. The more the land the more the crops can increase.For example they give about 13,869 acres of land in Andros about 11,737 acres of land in Abaco and about 10,542 land in Grand Bahama . Also the government give money to some farmers because sometime the farmers cannot afford the supplies to maintain a proper farm . For example wheel barrels , Cattles ,Fruit trees and vegetable seed. Another thing they do is allow the farmers to sue, because these days some people go on farmers land and pick t heir crops without permission to do so .If they keep stealing the farmers crops there will not be non for the farmers . Also the Bahamian government help with training seminars and programmes on farming livestock information to help farmers and person that is interested in farming with initative as well as what proceses are required to increase yield of crops and how to raise health livestock . When new events arise they are posted in the events section of the (BAIC)website to sentsitise public. Filling out forms and submit the register form to the (BAIC) office.The time spent at these session are one day to sometime four weeks the most. They also help us with marketing our products in the Bahamas and international corporation (BAIC) also assist by placing farmers produce on it website to make the produce available to Bahamian and foreigns. Lastly but not lease they support us with fertilizer the soil , because some land areas don’t have very good soil so are and crops will n ot be unable to grow properly . They are un able to grow because the soil is hard , barren and don’t have enough nutrients for the crops to grow.

The Policies of Harry S. Truman

Many presidents have faced domestic and international problems, but it is a challenge not to know about them until you become the president of the United States, that is what happened to the 33rd President of the United States Harry S. Truman At the time of Roosevelt’s death, Truman was Vice-President for only 82 days and he faced more challenges in domestic and foreign affairs than any other U. S. president did at the time, yet he manages to steer this country in the right direction. Truman knew nothing about the Manhattan Project, and the atomic bomb. When Truman took the reins unexpectedly, (April 12, 1945) he was forced to deal with keeping a nation together and winning the greatest war history had ever seen. The first issue of foreign policy that Truman confronted was the decision to use nuclear weapons against Japan. No decision of his presidency has drawn so much criticism as the dropping of atomic bombs on Hiroshima (6 August 1945) and Nagasaki (9 August). The question is whether he could have done anything else—that is, whether he could have delayed use of the bombs by opting for a demonstration of their immense power or refused to employ what General Dwight D. Eisenhower described many years after its employment as an inhuman weapon. The Charter of the United Nations was signed in June 26, 1945 in San Francisco by Truman and ratified by the Senate in October 24, 1945. Originally ratified by 51 countries, currently 192 countries have ratified the charter. The Charter of the United Nations is by far the largest peace keeping Organization treaty it ever existed to date. Truman as a vision of a wilsonian he is, he wouldn’t let Wilson’s idea revived into the Truman straightforward he is to let this idea die again. The Proclamation 2695 (July 4, 1946) served as the culmination of American colonialism in the Philippines and proclaimed the absolute independence of the Filipino people as the United States withdraws and surrendered all rights of possession, supervision, jurisdiction, control or sovereignty. It was supposed that the United States relinquished control over the islands in 1944 but with the war on the Pacific the United States Senate decided to delay by two years. Now from this point forward the Unites States recognized the new independent state of the Philippines and the Unites States relinquish any control over the new created state. The nations of Europe were ravaged after WWII. Poor countries were susceptible to Communism. Truman’s announce Congress the change in policy by the means of the Truman Doctrine (12 March 1947), which promised United States support to countries threatened by Communism. It stated that totalitarian governments undermined the foundations of international peace, and thus were a threat to the United States. It was used in Greece and Turkey after the communists tried to take over, and a revolution erupted, the United States supplied the anti-Communist forces with money and arms. This policy was the adoption of containment as official U. S. policy. The Inter-American Treaty of Reciprocal Assistance (or commonly known as the Rio Treaty), was signed in Sept. 2, 1947 in Rio de Janeiro (hence the name Rio Treaty) and ratified by the United States Senate in 1947. Originally ratified by all 22 American republics which are Argentina, Bahamas, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Nicaragua, Panama, Paraguay, Peru, Trinidad and Tobago, United States, Uruguay, and Venezuela. Under the treaty, an armed attack or threat of aggression against a signatory nation, whether by a member nation or by some other power, will be considered an attack against all. This treaty puts a defensive alliance of the Western Hemisphere nations, and this agreement was a move toward a multilateral approach to the Monroe Doctrine and the most important inter-American agreement to this day. This treaty also puts the groundwork for the formation the Organization of American States (OAS) a few years later in Colombia. The Marshall Plan (June 5, 1947), Truman proposed the Marshall Plan to sponsor reconstruction in Europe. The Marshall Plan passed in 1947, right after the Czechoslovakian Communist revolution. Congress appropriated $5. 8 billion for the first fifteenth months, and contemplated further spending. The Marshall Plan included most of the nations of Western Europe: Austria, Belgium, Denmark, France, Greece, Iceland, Ireland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Sweden, Turkey, and the United Kingdom. (Switzerland signed the convention creating an organization for the plan, but refused to accept funds. ) Congress included (National) China in Marshall Plan appropriations. The National Security Act (July 26, 1947) mandated a major reorganization of the foreign policy and military establishments of the U. S. Government. The act created many of the institutions that Presidents found useful when formulating and implementing foreign policy, including the National Security Council (NSC). The Council itself included the President, Vice President, Secretary of State, Secretary of Defense, and other members (such as the Director of the Central Intelligence Agency), who met at the White House to discuss both long-term problems and more immediate national security crises. Truman never went and didn’t take importance in these meetings until the Korea War in 1950 when Truman took the seriousness of the conflict and began to form part of these meetings. The General Agreement on Tariffs and Trade (October 30, 1947) set the basic rules under which open a nondiscriminatory free trade policy in which it can take place. This treaty meant to reduce trade barriers among the 23 countries signatory nations. The GATT sought to create an institutional framework within which international trade could be conducted as stable and predictable as possible. The Charter of the Organization of American States (April 30, 1948) was signed by 21 nations (this are the same nations that signed the Rio treaty except for the Bahamas delegation) of the western hemisphere at the conclusion of the ninth Pan-American Conference in Bogota, Colombia which reconstituted the Pan-American Union to the Organization of American States in which they reaffirmed its commitment as when they signed the Rio treaty â€Å"to achieve an order of peace and justice, to promote their solidarity, to strengthen their collaboration, and to defend their sovereignty, their territorial integrity, and their independence. The Truman administration hoped that the Organization would eventually assume the mounting responsibilities for solving hemispheric problems, but the U. S. would always play the dominant role. The provisional government of the state of Israel proclaims the new state of Israel (May 14, 1948). On that same date the United States, president Truman acknowledges and recognized the provisional Jewish government as de facto authority of the new Jewish state (de jure recognition was extended on January 31). The U. S. delegates to the U. N. and top ranking State Department officials were angered that Truman released his recognition statement to the press without notifying them first. The Berlin Airlift (June 27, 1948-May 12, 1949) was the greatest humanitarian and aviation event in history. Since the Allies had never negotiated a deal to guarantee supply of the sectors deep within the Soviet-occupied zone. The commander of the American occupation zone in Germany, General Lucius D. Clay, proposed sending a large armored column driving peacefully, as a moral right, down the autobahn across the Soviet zone to West Berlin, with instructions to defend itself if it were stopped or attacked. Truman, however, following the consensus in Washington, believed this would entail an unacceptable risk of war. He approved a plan to supply the blockaded city by air. On June 25, the Allies initiated the Berlin Airlift, a campaign that delivered food and other supplies, such as coal, using military airplanes on a massive scale. Nothing remotely like it had ever been attempted before, and no other nation had the capability, either logistically or materially, to have accomplished it. The airlift worked; ground access was again granted on May 11, 1949. The airlift continued for several months after that. The Berlin Airlift was one of Truman's great foreign policy successes as president; it significantly aided his election campaign in 1948. The Genocide Treaty it was signed December 12, 1948 it went in force in 1951 but the U. S. ratification came November 23, 1988. Although it took four decades to ratify the treaty, this international agreement made genocide an international crime during both war and peace. The North Atlantic Treaty (4 April 1949), which assured military assistance, resolved the economic and political near-chaos of Europe after World War II. These measures would, he believed, preserve democracy in Western Europe and thereby help preserve the freedom of the United States. The North Atlantic Treaty Organization (NATO) comprised the United States, Belgium, the Netherlands, Luxembourg, France, Britain, Canada, Italy, Portugal, Denmark, Norway, and Iceland; Greece and Turkey joined in 1952, West Germany in 1955, and Spain in 1982. The situation in the Pacific was not much better than that in Europe. In the Potsdam Conference in Germany and in the Cairo Conference, it was agreed that Korea would become a free and independent nation once the war is over. However, after V-J Day, the Soviet government was quick to establish a Communist regime. The United States under the Truman administration helped Korea setup a democratic government on the Southern Part of the peninsula. North Koreans crossed the border in full force (June 25, 1950). The UN, presented with its first real conflict, acted quickly, partly because the Soviet representative had walked out a few days earlier in protest of Communist China's lack of representation (it was represented by Nationalist China). War was declared on the aggressors by the United Nations. Although all nations contributed, it was mostly the United States fighting the war. The war lasted for about three years until an armistice was signed splitting Korea again along the 38th parallel. Macarthur stated to President Truman that the Chinese wouldn’t enter the war and this conflict would be over by Christmas. That was the most erroneous statement that Gen. Macarthur said to president Truman because since Gen. Macarthur was anxious to wrap up the war he ordered American and other U. N. troops to press on to the Yalu River and since the communist Chinese didn’t want that buffer zone gone they enter in force. In doing this, he ignored the warnings of the Communist Chinese as well as a directive by military planners in Washington to send only South Korean troops into the provinces bordering China. Macarthur never thought that the Communist Chinese were going to invade North Korea, but since it happen he wanted authorization for a full scale invasion of China and bring the Chinese Nationalist to fight in Korea and in weak positions of Communist mainland China, but since Truman didn’t wanted WWIII it refused Macarthur plan. Macarthur frustrated started to say its plans publicly without Washington’s authorization and for insubordination; Truman fired Macarthur on the grounds that Macarthur wasn’t the Commander in Chief. Puerto Rican nationalists Griselio Torresola and Oscar Collazo attempted to assassinate Truman at Blair House (November 1, 1950). This put and important question mark the relationship between the United States and Puerto Rico and since Truman understood that, he allowed a plebiscite in Puerto Rico to determine its future relationship with the United States. As for the Torresola, he was shot a White House policeman, Leslie Coffelt, before expiring himself and Collazo as a co-conspirator in a felony that turned into homicide was guilty of murder and sentence to death in 1952, but Truman changed it to life in prison. This attack could well be implemented since the gunfight was over a dozen feet of his bed and since he was curious went to the window to see until a passerby shout to Truman to take cover. The Tripartite Security Treaty (Anzus Treaty) was signed September 1. 951 and came in force April 29, 1952. This Treaty, signed a few years after WWII, it was designed to send a signal to Communist China and the Soviet Union that Western-oriented countries were determined to stop new aggressive moves in the Pacific. The U. S. -Japanese Security Treaty (San Francisco Treaty) was signed September 8, 1951 by 49 nations and came in force April 28, 1952 in which the United States agreed to assume primary responsibility for the conventional defens e of a disarmed Japan and an exclusive role in providing nuclear deterrence. Japan would have renounce the ability to declare war and its military would be for peacekeeping forces and ensured the formal return of independence at the expense of large military presence in the country and also ensured that any attack against Japan, the United States makes responsible of any protection and retaliation in the name of the Japanese Diet. The Immigration and Nationality Act (McCarran-Walter Act) (June 27, 1952) upheld the national origins quota system established by the Immigration Act of 1924, reinforcing this controversial system of immigrant selection. It also ended Asian exclusion from immigrating to the United States and introduced a system of preferences based on skill sets and family reunification. Plus this Act expanded the United States definition to Guam, Commonwealth of Northern Mariana Islands in addition to Puerto Rico and U. S. Virgin Islands which is used currently. At the basis of the Act was the continuation and codification of the National Origins Quota System. It revised the 1924 system to allow for national quotas at a rate of one-sixth of one percent of each nationality's population in the United States in 1920. As a result, 85 percent of the 154,277 visas available annually were allotted to individuals of northern and western European lineage. The Act continued the practice of not including countries in the Western Hemisphere in the quota system, though it did introduce new length of residency requirements to qualify for quota-free entry. There were other positive changes to the implementation of immigration policy in the 1952 Act. One was the creation of a system of preferences which served to help American consuls abroad prioritize visa applicants in countries with heavily oversubscribed quotas. Under the preference system, individuals with special skills or families already resident in the United States received precedence, a policy still in use today. Moreover, the Act gave non-quota status to alien husbands of American citizens (wives had been entering outside of the quota system for several years by 1952) and created a labor certification system, designed to prevent new immigrants from becoming unwanted competition for American laborers. Truman vetoed the McCarran-Walter Act because he regarded the bill as â€Å"un-American† and discriminatory. Truman’s veto was overridden by a vote of 278 to113 in the House, and 57 to 26 in the Senate. Parts of the McCarran-Walter Act remain in place today, but much of it was overturned by the Immigration and Nationality Services Act of 1965. These reversals in foreign policy, from isolation to world power, established Truman's reputation as one of the nation's greatest presidents. Which helped placed an economic foundation to struggling nations of Western Europe and Northeast Asia. Truman's domestic policies as president took far less of his time, and proved far less successful, than his foreign policies. Here also he dealt with three major issues: The administration of the modern American presidency, a legislative program known as the Fair Deal, and Republican accusations of internal subversion and corruption. He managed well with two of these domestic matters. The Executive Order 9599 (August 18, 1945) Provides assistance to expand production and continued stabilization of the national economy during the transition from war to peace, and for the orderly modification of wartime controls over prices, wages, materials, and facilities. The Executive Order 9635 (September 29, 1945) Organizes the Navy Department, defines what is the Naval Establishment as well it defines the duties of the Chief Naval Operations and declare that the Marine Corps and the Coast Guard are part of the Naval Establishment. The Executive Order 9646 (October 25, 1945) Rearranges the Coat of Arms, Seal and Flag of the President of The United States to accommodate the newest incorporated states into the Union. The War Brides Act (December 28, 1945) relaxes the immigration regulations to allow foreign born spouses and children of U. S. military personnel to settle in the United States. The Employment Act (Murray Act) (February 20, 1946) stimulates the economy following WWII, creating agencies in Congress and in the executive branch to focus on the problems of the depression and inflation. The Executive Order 9728 (May 21, 1946) Truman seized most of the nation's bituminous coal mines so that the secretary of the interior could negotiate a contract with mineworkers. As authority, EO 9728 had cited, among other things, the War Labor Disputes Act. The Hobbs Acts (Anti-Racketeering Act) (July 3, 1946). This made it unlawful to interfere with interstate commerce by robbery or extortion and reined labor unions ability to enforce the interests of their constituents within the boundaries of the law. The Federal Tort Claims Act (August 2, 1946) enabled private citizens to sue the government when a federal employee harms a third party or private property by committing an international tort or by negligence. The Supreme Court later barred military personnel from suing the federal government for injuries suffered while performing their jobs. The Taft-Hartley Act (June 23, 1947), was designed to amend much of the National Labor Relations Act of 1935 (the Wagner Act) and discontinued parts of the Federal Anti-Injunction Act of 1932. It limit the power of unions from contributing to political campaigns, It forbids jurisdictional strikes and secondary boycotts, It permits union shops only after a majority of the employees vote for them, It declares all closed shops illegal and the president is allow to appoint a board of inquiry to investigate unions when he believes a strike would endanger the health and safety, and obtain an 80-day injunction to stop the strike. Even president Truman was against this and vetoes it but it was overridden. The Presidential Succession Act (July 18, 1947) corrected the weaknesses in the line of presidential succession as outlined in the original Constitution. The Water Pollution Control Act (June 30, 1948) extended the reach of the federal government by establishing cooperative arrangements with states for grants, research, and technical assistance. This Act addressed the nation’s water-quality problems by attempting to establish a cooperative relationship between the federal and state governments. This legislative piece since it was far ahead of its time, he decided to turn this legislation into an Executive Order at the same time running the risk of being overturn by another Executive Order but it worked, it is Executive Order 9981 (July 26, 1948) that provided integration of the armed forces and establishes equal treatment and opportunity in the armed services. The Navajo-Hopi Rehabilitation Act (April19, 1950) attempted to improve conditions in one of the most impoverished areas of the United States; this Act funded the construction of roads, schools, and other developments on the Navajo and Hopi reservations. The Internal Security Act (McCarran Act) (September 23, 1950) established the Subversive Activities Control Board, aimed at stopping communist subversion in the United States, calling for the registration of all known communist organizations and individuals in the United States. The Celler-Kefauver Act (December, 29 1950) prohibited certain types of mergers between firms in the same industry, the Celler-Kefauver Act led companies to form conglomerates made up of companies in unrelated industries. The Celler-Kefauver Act of 1950 amended the Clayton Act by closing a loophole that allowed companies to avoid antitrust suits by acquiring assets (rather than stock) of another company. The Twenty-Second Amendment was ratified February 27, 1951 and it was certified in record breaking time of March 1, 1951. Shortly after Franklin Roosevelt’s unprecedented fourth term as president, the twenty-second Amendment was adopted to established presidential limits to two (2) terms. The Executive Order 10340 (April 8 1952) Truman directed Secretary of Commerce Charles Sawyer to seize the mills to ensure their production to support the war efforts just hours before a scheduled strike. Since the Taft-Hartley Act passed in Congress the Supreme Court goes in emergency session in the case of Youngstown Sheet & Tube Co. v. Sawyer (Secretary of Commerce) in a 6 to 3 decision on Youngstown Sheet and Tube Co. v. Sawyer declared the seizure unconstitutional. The Court held that Truman could have used the Taft-Hartley Act to delay the strike, but Truman disliked the law too much to use it. In Supreme Court appointments, Truman wasn’t cautious choosing the Supreme Court Justices because significantly all four were friends of the dear president and all four were more political background rather than judicial. Justice Harold Burton in 1945, Chief Justice Fred Vinson in 1946, and Justices Sherman Minton and Tom Clark in 1949 – generally shared his views regarding the judiciary. Burton and Minton had served with Truman in the Senate; Vinson and Clark had served in Truman's Cabinet (the former as Treasury Secretary and the latter as Attorney General). Vinson, Truman's choice as Chief Justice, was a favorite poker-playing companion of the President, who hoped that his friend's political skills would help restore harmony to what had become an increasingly contentious and divided Court. But the Vinson Court continued to be plagued by internal conflicts. Justice Hugo Black's commitment to judicial activism in defense of civil liberties and the Bill of Rights clashed with Justice Felix Frankfurter's belief in judicial restraint and deference to legislative authority. Philosophical differences were aggravated by personal animosities on the Court, most notably between Black and Justice Robert H. Jackson. Much to a surprise the American people thought that president Truman was an outsider and it was, he knew nothing about the atomic bomb (was investigating large expenditures in Oak Valley, Tennessee but didn’t knew for what purpose it was) and he ordered the release of the weapons in Japan, send troops to the Korea conflict although it resulted in a stalemate. Recognized two countries (Pakistan and Israel) and helped another country to became independent (Philippines), Signed the UN charter, authorized the Berlin Airlift, it’s a founding of the OAS, authorized a plebiscite to the people of Puerto Rico to determined the future of relations with the U. S. saved Greece and Turkey from Communist rule. Although he could do better in domestic policy, but from being only 82 days as Vice-president knowing nothing about policy and saving the world from catastrophe, that is an exceptional President if you ask me, he is truly the Prince of Foreign Policy.
